Dr. Javier Garza is a Doctoral Research Advisor at The George Washington University. He is an Associate Fellow and Autonomy, Artificial Intelligence (AI) & Machine Learning (ML) Engineering Program Manager at Lockheed Martin Skunk Works®, responsible for leading the AI-Enabled ISR portfolio. He has more than 16 years of combined experience in artificial intelligence, software engineering, open architecture technologies, flight test, and technical leadership. Dr. Garza has worked on several programs, including Defense Advanced Research Project Agency (DARPA) programs, several Internal Research and Development projects, and NASA Mission Control Center (MCC) software modernization projects.
He is a member of the Institute of Electrical and Electronics Engineers (IEEE), the American Institute of Aeronautics and Astronautics (AIAA), and he has presented papers at the Interservice Industry, Training, Simulation, and Education Conference (I/ITSEC) multiple times. Dr. Garza was a member of the I/ITSEC Emerging Concepts and Innovative Technologies (ECIT) subcommittee from 2023-2025, a member of the Best Tutorial subcommittee in 2025, and has been a member of the Training subcommittee since 2026. He is an active reviewer for IEEE Access as well as I/ITSEC and has previously reviewed for Science Advances.
Dr. Garza holds a Doctor of Engineering from The George Washington University, a Master of Science in Software Engineering, and a Bachelor of Science in Computer Science, both from the University of Texas at El Paso.
